the majority of pokemon have levels of intelligence and self awareness far beyond real life animals to the point that a lot of them are just straight up at human level. You don't have to trick them with peanut butter or train them to pleasure you, you can just ASK. So that's the consent issue taken care of. Trainers start their journeys RIGHT at the start of puberty and spend months alone with zero adult supervision. A lot of pokemon are surprisingly human shaped, you can't get them pregnant and std have to cross a species gab to cause a problem. Beyond anything else, it might legit be the SAFEST way to deal with that early puberty rush of hormones, both physically and emotionally.
But also continuing to look at it realistically, while not illegal adults fucking pokemon would probably be kinda immature at beast, or sketchy like a student/teacher or boss/employee relationship at worse. There would probably be some laws set up to make sure a adult/pokemon relationship is fully independent in several ways.
