I can't draw but I got an idea and decided to try. Spheal and phanpy line where the spheal is wearing phanpy like a hat with ear flaps. Should give the impression like Darth helmet from space balls and then it evolves it gets the full mustache evil bad guy look to go with his larger tusked helmet.

I was picturing a helmet like this but there's no reason you couldn't add the elephant seal nose and have a big mustache under it. Maybe the helmet comes right down to the nose so you can't see the eyes or the nose is part of the helmet entirely.
My original thought was phaphy's ears as a hat like the snow climbers would wear. But it just evolved into being more armoured as it went.
