It doesn't fit any naming convention GF uses, and when Game Freak actually revisited that original concept character of the Gen 1 girl in LGPE, they appropriately named her Green to match Red and Blue. They even updated her design to include design elements (the teal color and her hair) of the FRLG into Green in LGPE.
Yet despite this, Bulbapedia insisted they had the decisive authority to call her Leaf. The discussion section on her page has people arguing against it for literally a decade before LGPE even came out, but the higher ups insisted, and even AFTER LGPE they insisted she was still Leaf outside of LGPE, again, dispite never being officially called that in any manner.
Anyways, looks like they "won", because TPCi went ahead and called her Leaf in Masters in spite of LGPE existing (and one of her moves even REFERENCING LGPE no less, as opposed to the game "Leaf" appears in like the other protagonists got, like Lyra having a move referencing HeartGold.), and as such Bulbapedia split the page in two, now considering Green and Leaf as seperate people, despite the explicit fact that they were designed as the same character from Game Freak. Ironically it also now means that Leaf's only "canon" appearance is Masters, so Leaffags cucked themselves out of being in the mainseries as Green.
