TPC knows exactly what they are doing. They are creating a debate in the fan base of who is stronger so they can have a bigger and ever more hyped event. Pokemon has so much momentum as a brand ever since the launch of Pokemon GO and the rivalry between Cynthia and Leon is the perfect thing to to have as a huge event at the end of Gen 8
Cynthia probably was bored and doesn’t expect any of the other trainers to be a match for her so she didn’t bother enrolling; she will take notice to how strong Leon is and know that she has a rival to compete with now just like how Ash always gets inspired by a new challenge— especially Sawyer in Kalos.
TPC is setting up the anime so that the people in both the real world and pokemon world will start to question who the strongest trainer is now. They are doing an amazing job with the marketing of the battle so that people are talking about Cynthia vs Leon when they are marketing Lance vs Leon. TPC is experienced when it comes to manipulating its core fan base into excitement.
