I expect Nintendo would not want to antiquate the DLC by releasing a complete $60 product containing it, that reduces a $60 + $30 purchase to $60, so a third version would then have to contain even MORE new stuff besides, which would make Sword and Shield the games with longest post release "development" since Gen 1, if I figure that correctly. Nintendo could prove me wrong on that, but given that contemporary Nintendo only price drops their games 6+ years later (and never Pokemon), I don't expect them too.
