A lot of people want Jessie to get Dreepy so we'll rule that out just cause I like it. Comical team Rocket Cramorant that nabs pikachu all the time seems good too, so we'll also cut that. I could also see James getting a Galarian Weezing, so that too.
He typically doesn't get any gym leader aces so that cuts more out. So I'd say Sirfecth'd is the most likely. I would say Toxtricity is right up his alley too, though he's never had another electric type.
Other potential options are like Orbeetle, Grimmsnarl, MAYBE Frosmoth. I think Galarian Meowth would offer a lot of funny shit between him and Team Rocket, and since it doesn't evolve into Persian I'd say it's got as good a chance as anything.
Anything else that's left doesn't really fit him, except maybe a fossil?
