Using Soak on Marshtop in the games turns it into a pure Water-type and enables it to get hit by Electric-type attacks. Marshtop jumping into the water in the anime does nothing and it is still immune to Electric-type attacks. Pokémon in SUMO get wet during battle and need to be dried off afterward, yet none of them take extra damage from Electric-type moves while in wet areas.
The game is consistent in how water is supposed to work, in that Pokémon that are weak to Water-type attacks do not have any special interactions with regular water, yet the anime is not. So the question is, why is the water being granted this effect against non-Water Ground-types in the anime? Is there any canonical reason other than letting Pikachu win?
