Remora has a hint of that flat part in its beta design, and looks more like a revolver; but then both of those concepts kinda got lost in the final design.
Similarly, the suction cup fish gun was supposed to become a suction cup octopus tank, with the tank design more obvious as Octillery wore a tsubo jar in parts that look a bit like a panzer tank, with its front and rear tentacles/suction cups mimicking a simplified tank tread design, and its cartoony octopus mouth (the siphon on a real gastropod) approximately where the main cannon would be.
I still wish we got those designs—so much was lost in the simplification to the final design that people overlook the neat thematic evolution and only pay attention to the bizarre fish to octopus evolution.
We would later lose another tank with Hydregion’s tank dragon design later being repurposed into tread marks on the belly of an obstinately untanklike puppet dragon—I guess GameFreak is worried that children can’t navigate their way through a cave with more than one sidepath, but might acquire access to a 6-ton war machine.
