fair enough, his illustrations of human characters can be nice. but the card you posted is from 15 years ago when his art was better.
the stock image pokemon with shitty background added are terrible. they look exactly like those card generators that kids use.

That list seems very partial if not inaccurate (there weren't many designers back in the first two generations), but the Gastly line, Clefairy, Gyarados, Lapras, Snorlax, Mewtwo, Hoothoot, Pichu, Sudowoodo, Torchic, Latias/Latios, Kyogre, Groudon, Rotom, Xerneas and Yveltal are solid in my book.

It looks like they just took the standard Sugimori art for Jigglypuff and put it on a background so they credited him with it. They've done this with other cards too. I don't think he really designed this card exactly.
