Ground should be a skill, since most of the attacks involving digging, stomping the ground, or throwing mud. Psychic and Grass could both either go where they are or into attack types. Steel could also fall into biological.

Excluding the "biological types", I can't think of many Pokemon from the others who are just "living element". There are a couple like Crygonal, Bergmite, Sandyghast, and arguably Slugma and Rotom, but they're in the minority.

Ground should be behavior. The majority of Ground-types just physically dig and don't have elemental control over the earth.

Steel should be biological for the same reasons that Rock is.
