Venusaur is garbage outside of sun, and torkoal, the only decent sun setter, is pretty easy to bully. Don't expect to see much of venusaur above UU.
Blastoise is self-sufficient but again, its base offenses are pretty bad. Might have a niche in OU, but probably not. It might do well in UU but currently milotic owns that tier and priority is everywhere so it'll never be tippy top tier there.
Both look like solid UU mons to me.
