Pokemon have a somewhat limited self intelligence by themselves. In most situations, they are like semi conscious animals, with about the same functionality that an organgutan has in Reality.
There are, of course, outliers to the general intelligence of the Pokemon classes, Pokemon such as Metagross, Alakazam, Oranguru are examples of Pokemon with exceptional Intelligence that actually are superior to general Humans and rival Humans of the highest IQ's. Psychic Pokemon are naturally more intelligent than regular Pokemon, as per the averages go. A good example of an intelligent Pokemon, but not superhuman genius, would be Delphox, who can understand Human writing, and likewise learn from it.
Delphox is the class of Pokemon Intelligence that it can understand higher concepts, and has the general intelligence of a general Human. It understands the looks you'd give it, it understands the concepts of romance, and it understands while Humans are Pokemon are different, the two can inheritingly benefit, or use one another for their own gains. It is a thinking thing, that has its own Identity. Its kind of scary when you think of it. This is also true of wild Pokemon, of these outliars of intelligence, which is even more scarier.
Imagine if you will, a wild Delphox that is actively planning and plotting against a village of Humans from its forest Den. That it steals and hordes writings of spells, items, and Technical Machines, giving instructions to lesser Pokemon, all for its own wants and desires.
This is a scary thought, because Humans like to think that they are the intellectual superior, and the idea that they can engage in an intellectual game of cat and mouse hunt, as the mouse, is simply that is simply primal fear and a heresey to our Human Ego.
Imagine, seeing a Delphox staring out from the woods, and you feel the unease in your stomach as you realize "It's plotting, and thinking of a plan that involves you."
