allow me to define buzzword for you:

moderated refers to how the better pokemon players are allowed to request changes to the tiers in order to balance the games.
balance is a term referring to how good one pokemon, team, or strategy faires against another. by allowing creative strategies, the balance is fixed, and more than 6 pokemon are competitively viable at a time. with a creative strategy, even weak mons are strong.

take it from me, VGC-tranny. I've played both versions and did quite well in both. i much prefer a metagame that changes according to the times in order to balance pokemon.
