Real salamanders and newts are aquatic amphibians who superficially resemble lizards. Aside from the fact that Salamence has six little "horns" on the side of its face intended to resemble the outer gills/frills of some salamander species, it bears literally no relation to one.
The MYTHICAL salamander was born out of general human ignorance. IRL salamanders will hide inside of logs to help stay cool and damp. When people threw these onto fires, and the salamander started running out of it for its fucking life, people thought salamanders had been literally CREATED from the fire. They also thought salamanders were lizards, again because it just happens to resemble one.
The reason Salamence is fashioned after a mythical salamander is the same logic that Charmander/Charizard is. Both these Pokémon represent a quintessential "dragon". The idea is that they're big scaly reptiles who are known for breathing fire.
