Why is Stantler portrayed as such a Rapey Pokémon?

After Johto, whenever Stantler showed up in the main show it was either gangstalking people or attacking them in the woods, often in a menacing fashion.

What is it about Stantler that makes people think it is aggressive?

Stantler invokes the feeling of those weird deep sea creatures that have weird bumps and tumors all over for seemingly no reason. Also the facial expression is unreadable which is unsettling

It's based on deer and deer scarer also has psychic-ghost powers to confuse everything it is scared of. That's the point of this pokemon.
