Hyper training, nature mints, and the mechanic where already-born Pokemon can learn egg moves are probably attempts at this

But some Pokemon just have shitty base stats and won’t ever be competitively viable no matter how perfect you make them, and I doubt this will ever change

You know what they SHOULD do?
Just throw breeding in the trash entirely and make every single pokemon easily customizable and upgradeable
