Nah it was because of the Swift Swin + Drizzle ban, rainfags got salty because their combo was banned but sun and sand could still use Drought + Chlorophyll and Sand Stream + Sand Rush, so they banned the other weather combos aswell so they would stop complaining.

They didn't ban chloro+sun in gen 5 until ORAS, and by that time the only people still playing gen 5 were obviously people who cared for that meta the most.

Steels, Pex, and TTar can sometimes take a hit and at least burn your sun turns to slow down your sweep, having Dugtrio (potentially with an Overheat + Eject Pack user) in the back makes stopping Venu that much harder. You probably don’t /need/ Dugtrio though since there’s no Heatran and STABs+Weather Ball is viable

The Kanto starters' G-Max moves are probably based on pledges. Charizard is Grass Pledge+Fire Pledge, therefore Venusaur will likely be Water Pledge+Grass Pledge (swamp that lowers the opponent's speeds for 4 turns) and Blastoise will be Fire Pledge+Water Pledge (rainbow that increases the chances of secondary effects taking place).

Even if Hidden Power was available for use, Weather Ball would still be better because the power difference is massive. Hell, during BW, despite Venusaur's prowess as a sun sweeper, certain teams opted for Victreebel, which was otherwise slower, frailer and weaker, solely to be able to use Weather Ball, and Hidden Power was stronger in that generation too.
