I'd wager that they should include more mons in that etc. section.

Mew - Not even from KANTOOOOOOOOOOOOO.
Jirachi - Nowhere to be found in Hoenn and not even a reference from a NPC.
Manaphy - Only places it can be encountered in the wild are in the Ranger spinoff titles.
Phione - Requires breeding a Manaphy.
Meloetta - Where's its domain in Unova?
Hoopa - If anything it should be labeled from Hoenn but what do I know.

The Manaphy egg can only hatch in Sinnoh, so all Manaphy are born in Sinnoh

Also, it's in the Sinnoh dex because the professor who first got enough information about it to put in the dex was from Sinnoh. Same for every other pokémon, mythical or not.

Meltan and Melmetal are from Unknown because the one who discovered them was Willow, not Kukui, Magnolia or even Oak. And Willow is not tied to any region besides the real world.

Manaphy can hatch anywhere, but Sinnoh is too warm for Manaphy eggs to be born- Phione are instead.

They're based on a slug that's popular in Hokkaido, but the largest specimens only grow at the Arctic. Hence Sinnoh being too warm.

Meltan/Melmetal are listed as unknown because there's no consistent region for them throughout the three major canons (the mainline games, the anime, and the manga). It's only available in Pokemon Go in the games, and it was discovered in Alola in the anime. They were introduced in Gen 7, but their region of origin is unknown.

The only region Manaphy has been found in other than Sinnoh is a non-canon region from a spin-off game.

So yes, Sinnoh (Hokkaido) would be too warm for something that lives in the Antarctic.
