Why haven't they retconned the national dex to include all the crossgen evos/babies together and include Pokemon like Hondour and Murkrow in their legitimate regions

They want the Nat# to be set in stone. They could probably work around this if they did want to fix the inconsistencies in Nat# ordering by also keeping the old Nat# as a sort of "order discovered" number. But I could see them finding that a little too awkward.
