Sadly, I think this is probably true. Even if they decided to reuse cut designs, if the creator of the design is no longer with gamefreak (highly likely since these designs would be 20+ years old) they probably won't use them.

Scissor is obviously bug/steel while the beta scissor would be flying/bug. Scissor keeps his stats and beta scissor would maybe sacrifice some of his defense for more speed.

This and it's evolution is geniunely one of my favourite designs now. It sucks that it got cut. They some times reuse ideas from previous generations so it's possible it may return but Galar's ice region would of been perfect for it and it didn't get in.

It would be hands down my favorite pokemon. Make it pure ice, physical attacker, decent speed, decent bulk but give it the ability fur coat to really get that physical bulk up.

I mean, Leafeon was taken from the Spaceworld build (as Riifi), and Sirfetch'd COULD be construed as a refined version of the Madaamu design (if you squint).
So it's not off the table completely. Maybe they'll come back to these designs for future regional variants/regional evolutions.

And not just bc I want that baby Doduo. The brown fluff being actually a nest is a clever idea, dammit.

Madame should of returned as a farfetch'd female only evolution. It would work really well with a knight and a lady.

More babies is really unlikely. Space world was clearly using a lot of them which was a good idea but now it would need an entire new set of them and the idea flopped hard.Pichu is the only liked one, Munchlax was pushed really hard and got to be a main part of a movie's promotion and it still flopped.

Gen 3 has a bunch of mecha referenes. Glaile is a literal Shin Getter 1 head made into a pokemon. They're almost identical to the point where it is the most obvious and distinct mecha reference in the genre. Duskull's eye and Salamance wings are there but they're not the whole pokemon.

Do you know who Getter has as an enemy faction? Onis. Making Glailie an Oni would be like making Zangoose a serviper.
