Can't open his mouth all the way, monocle covers a presumably lazy eye, never uses his right arm outside of the BW intro (they didn't even bother to model a second arm in USUM, and the official Pikachu Ghetsis plush only has one arm on it).
Masuda definitely know the answer in any event since Black/White was his baby, but nobody's ever asked in an interview so we'll probably never know.
