You're right in a general sense but it doesn't really apply in this case.
Torterra, Meganium and Sceptile suck regardless of tiers and metas, that's a fact.

Stats aren't really good and movepool is lacking for it's typing. That's mostly it.

Grass/Fighting is good offensively, which is why breloom was used back then. No spore really makes that much of a difference.

Venusaur has been good for 3 gens now anon. Obviously for different reasons since it's mega had a impactful niche and weather abuser is a given. Venu is great, easily the best kanto starter for OU now.

Serperior might be really shitty this gen because of dragapult, corviknight and no HP fire.

Man, I hope Sceptile gets some sort of buff. Change out Unburden for Lightning Rod or Regenerator. Flesh out it’s special movepool with Draco Meteor, Earth Power, and Nasty Plot.

Or just swap it’s abilities and it’s special attack with its physical attack stats. Then give it Stone Edge.

Chesnaught was great in Gen 6 OU, I could play it through high 1800s and it put in a lot of work. Gen 7 it sucked because Z-Flying on Lando and Gyara were so common it hurt its role. Gen 8 it may shine again when it comes out since Dynamax/Max Airstream is banned.
