Several legendaries in the early gens had the Psychic typing slapped on them to show how powerful they were, because Psychic = powerful, I guess. Lugia only learns one Psychic-type move by level-up in Gen 2 (Future Sight, at level 99, as does Ho-Oh, which is of course, not Psychic-type). By comparison, Xatu, Mewtwo and Celebi all learn at least two Psychic-types move by level-up in Gen 2. Lugia's Psychic-typing is too ingrained at this point, but I think it could have easily been introduced as Water/Flying or maybe even Dragon/Flying.
