When Oleana is defeated she hands the player a note she asks Hop not see before running off. It reads "Don't Trust Leon." What is heard of the argument atop the tower includes Leon telling Rose to remember their deal while Rose simply smirks and says "'Deal,' right. Bit too one sided for that old boy."
When you get to the tower where Eternatus is you get there a few moments before Leon is defeated. He's down to his G-maxed Charizard and before he notices Hop and the player he screams at Eternatus, "You will be mine! My plans can not be ruined like this!"
As his Charizard falls he does too to his knees, "Not like this."
The player, Hop and the Dogs take care of things and when you catch Eternatus you can see the other characters behind you. Leon is deeply frowning. When you turn to look at him though he immediately changes to his trademark confident smile.
Nothing else changes until you both defeat him at the Tower and Rematch. Then you can find him standing in front of the broken mural, refusing to speak to you unless you have Eternatus on you.
He just openly scowls at you then turns and walks away.
