I would have thought that Lugiafags would know the answer to this but apparently the opinions differ.
Is it like Orca's skin?
Or does he has short fur like otters?
Or maybe he is covered in scales like crocodile or maybe scales like those of a fish?
I don't know.
Sometimes artists draw his skin smmoth as latex and sometimes it looks like something else. IT's hard to tell with his pokemon
