You have to breed the attack onto a cleffa, get it up to clefable, and then leave both clefable (move receiver needs a free attack slot) in the day care.
You will not receive the egg move just by having both mons fully evolved, it has to be the same species, which means the same stage of evolution.
So, Gen 1 Teleport > Import > Breed (second) Wish Clefable > 1 attack slot free on Teleport Clefable > Leave both Clefable in Day Care > wala
Playing in Pokemon Camp is the fastest way to level friendship, give Cleffa a Soothe Bell and play with it three-four times and cook curry with it three times.
