Pokemon are turned into data when they're in their balls. Use a TM, and you can edit the data.
Blastoise, for example, can't naturally shoot beams of ice out of its cannons, but if you edit its body to give it the ability to freeze its water and shoot out pressurized blasts of ice, it can now learn ice beam.
If a Pokemon can't learn a TM, that just means that its anatomy is too incompatible with the desired move. So a mon that can't learn ice beam is one that either have no way to fire a beam, or can't survive having such a low temperature in its body.
