You're thinking purely in terms of gameplay. You have to consider which would be the best as a cult classic in terms of story, lore, and general design.
The best answer would have to be a gen 1 game and I say this as a Platinum fan
>most mysterious game due to lack of explanation for pokemon
>darkest tone in the series with trainers carrying whips and the haunted Lavender town
>fucked sprites make the pokemon look bizarre and each player can have their own interpretation of them
>potential for a lot of discussion on lore like the experimentation involving mewtwo and where does the ghost line come from
>glitches lead to more fun

Kanto would still be in, but it would just be a second area with apparent lore that most people assumed would be revealed in another game that functioned as a prequel, but that never got made
