Lusamine did everything wrong. She kept a chamber of cryogenically frozen pokemon and tormented her kids. In SM you can maybe rationalize that she was poisoned by nihilego, but there's no evidence that she was poisoned before the first encounter in aether paradise. In USUM she's just a lunatic.

Sounds fine to me. Science is built on the torture of animals and Lillie is trash so who cares?
The only thing Aether Foundation and Lusamine can be accused of is a lack of foresight. That being said I've never played USUM.

If you don't count Lusamine and Zinnia as "please be patient, I have autism" then your choice is either Guzma, N, or no one because being a villain in pokemon means you had done something usually revolving around a legendary pokemon.

I'd say of all the villains, Archie and Maxie were the most morally understandable, as they genuinely wanted to help the Pokemon population, but Rose also wasn't THAT horrible, he was just a huge fucking dumbass. The only other one I'd even slightly give a chance is Cyrus, just because I'm pretty sure the dude was literally autistic

Archie and Maxie wanted to create more ecosystems,despite their non existent knowledge of biology they are not evil.

Cyrus was probably autistic or had a mental illness,how would this be interpreted in the good/evil spectrum?I'd say he is redeemable because,in the end,he wanted to banish emotional suffering and irrational emotion based choices.

Guzma was probably beaten as a kid(it's foreshadowed in SM),full of insecurities but a good guy deep down as shown in USUM.

N was basically brainwashed in BW.

Lusamine was insane due to being left a widow by forces beyond her understanding,with two kids and a huge organization to watch after.She probably thought that she was doing the right thing in her own twisted vision.Redeemable.

Lusamine only technically counts in USUM and even then that's pushing it. Otherwise, she's up there with Ghetsis.
The closest you can get to a 'villain' that did nothing wrong is Gary.

N is the closest to doing nothing wrong. The whole game he's basically going around the region like a normal trainer and even beats the champion legitimately.
The worst thing he did was fight the player to let some of his own grunts escape.
