Are rock Pokémon the only ones with durable enough for their fossils last all that time?
Are fossil Pokémon given the rock type as a result of imperfections with the restoration process?

yeah im pretty sure they literally animate the fossil rather than bringing back the species that originally made it
except in galar where they do the jurassic park thing of filling in the gaps with other creatures' DNA, creating those affronts to God

Given the fact that, in earlier gens, we can restore a fossil from just a part of the body rather than the whole thing. I'd posit that the machine doesn't revive the dead Pokemon, but rather clones it from its DNA. Since the DNA was replaced with rocks, since that's how fossils work, the Pokemon becomes part rock.
Cara Liss's restoration technology is cutting-edge, but still deeply flawed. It actually revives the Pokemon in its correct form, but it requires the entire body to do so. Both halves of the revived mons we see are correct, but they're incorrectly connected to each other.
