if you consider that japan is only ranked around 60 in terms of country size yet can be broken into at least four different regions with their own legendaries, and that bigger countries would more than likely be broken up even farther, chances are there are hundreds of legendary pokemon out there each with their own different world-threatening abilities, and thats not counting the multitude of duplicates that seem to exist.
all it takes is literally one competent person with a legendary to completely fuck over most of the world, unless they get countered by other people with other legendaries that can also fuck over the world.
