And before you say that Kyogre made the water and we need to drink water to live, you're wrong. It only made the ocean, the water of which isn't drinkable.
Lakes, rivers, and ponds don't fall under Kyogre's domain.

Not really. I think a lot of it has to do with Groudon being a completely made-up creature, it ends up looking a lot sillier, especially next to Kyogre. Kyogre can pass for a weird whale-thing, Groudon is just a vaguely humanoid but also vaguely serpentine land-beast.

They both have a minimum speed stat of 166, so if both have as low speed as possible, it's a coinflip.
But unlike Groudon, Kyogre is dependent on Water Spout, so it tends to run max speed in order to not take too much damage and lose power.
Groudon can be any speed it wants as long as it outslows Kyogre.
