Tierno can't be the worst rival because he isn't even a rival by definition. Dancing with Pokemon isn't a mechanic in XY, so there's no way to compete with him in the same field.
At least Calem/Serena actually battles you and the game pretends like Trevor is trying to complete his Pokedex before you.
Tierno is just doing his own thing that the game doesn't allow you to also do.

Not a rival. Literaly besides Serena, all your "rivals" denied rivarly and decided to do their own things right after fucking third gym.
Also what is Hop lol. At least Tierno had his own (barebone) personality and gimmick, while Hop was rehash of Hau.

Like I'll give credit where its due, they at least gave it Roserade which does fit the dancer style. There are just so many others that could fit this theme of being a dancer. One or so of these moves Quiver Dance, Swords Dance, Dragon Dance, and Teeter Dance should have been on his mons list.

Yes, but not in the game. Anime Tierno is not too bad, game Tierno is. I can't blame the character really, it's more there are no abilities or moves at the time that was universal amongst all of his pokemon that could work off dancing. Like there is no dancing move or ability that's like Agility or Double Team to increase speed and evasion.
