>>42892755It's because Moltres is incredibly rare and you can't breed it like other pokemon. My headcanon is that many legendaries like the birds aren't one of a kind. Due to how hard they are to find and how rarely they breed, they are pokemon that aren't seen in nature very often but more than one moltres exist at one time.
