That's not concept art, that's a reference sheet. It's given to Creatures Inc to make the models and animations with, the anime studio so they know how to draw and animate the Pokemon, Sakurai so he can put a Pokemon in Smash, etc.

These sheets aren't meant for our eyes.

Actually that is the concept art. James Turner himself shared a few of his Pokémon designs on Twitter with these. It's also a reference sheet but it's not for the game designers as they would need a drawings of the Pokémon in all angles.
