Imagine thinking a director and one of the Pokemon creators don't have the control over what pokemon is removed or not or what is buffed and what not.

He made Incineroar the most viable pokemon in SM because it's his favorite fap plushy.
Same for Eevee in LGPE.

Theoretically a director COULD finetune everything, but chances are a lot of it they don't.

Producers receives report because they oversee the schedule and inter-department relationship. They don't get to decide what is and isn't in the game.

The most they can do to influence the content is force a deadline and ask each department to cut anything just to hit a target but the specifics are done by each department head/director.

It doesn’t have to be the most popular Pokemon you dumbfuck, just the most popular out of the 70 other Pokemon from its own generation. That’s what makes this poll completely meaningless for comparing popularity of Pokemon not from the same generation. You could have 10 people, have 6 of them vote Charizard, 2 of them vote Gengar, and 2 of them vote Pikachu, while simultaneously having all 10 of those same people vote Greninja for the Kalos section because there are no other Pokemon to vote for from Kalos’ forgettable as fuck selection of shitmons.
