Because the Manga author got fucked by XY coming out sooner than expected then MORE games came out and it all snowballed and alot of shit ended up unfinished.

I feel that BW2 were announced and released at the worst time possible. The manga's delays makes it clearer that BW2 as games were released to make a quick buck to work on the 3DS games
