With the exception of the amount of cities SwSh has, I think their overall size is actually quite comparable.
The point is, even Gust, a low-budget developer that shits out several games a year and is known for having terrible dungeon/map design in general managed to surpass GF. And the game was only in development for one year, unlike SwSh's three years.
