If a Pokemon is sufficiently good, it will get used a lot and go to a higher tier. If it isn't good, it won't be used much and will drop to a lower tier.
The majority of the drops from OU were mons newly added from HOME, and they only had half a month's worth of usage. I think a couple, namely Venusaur, will rise back up to OU next month.
