Volcarona, if revealed today, would've counted as a legendary/mythical by today's standards.
>Strong, rare pokemon with a detailed design.
>Dex Entry: B- When volcanic ash darkened the atmosphere, it is said that Volcarona's fire provided a replacement for the sun. W- A sea of fire engulfs the surroundings of their battles, since they use their six wings to scatter their ember scales. US- As it flies, it scatters its flaming scales. It was feared by ancient people, who referred to it as "the rage of the sun." UM- According to legends, it was hatched from a flaming cocoon to save people and Pokémon that were suffering from the cold.
>Has a whole shrine dedicated to it deep within the Relic Castle in Unova.
Not even Lavesta's existence can delegitimize this since Cosmog and Kubfu exists, and GF have been breaking boundaries since Gen 4 with Manaphy being the first mythical that can lay eggs. Plus, we now know that there can be more than one legendary pokemon of the same species thanks to the Kanto bird trio and their Galarian forms. And since pokemon like Zarude and Zeraora can count as mythicals despite having little to no good reason for it, then why shouldn't Volcarona?
