Mechanically uninteresting. Its only worthwhile gimmick is extremely strong Ice STAB, but it now exists in a meta where Ice as an attacking type holds a fraction of the value it used to, to say nothing of the classic predicament of "Is STAB even worth having for Ice?".
So it has to survive purely on its design, which it could do, since it's super cute, but it has 7 brothers and sisters of equal cuteness, most of which are mechanically at least mildly relevant too.
And finally, using it even for fun almost feels like a waste because it exclusively gets Hail abilities so its hard to consider using it outside of Hail teams.
