Ghosts commonly receive the best designs due to their open-ended nature and their pokedex entries can feel more like urban legends without it feeling silly given that they are ghosts.
I would honestly believe that Ghost was someone at GF's favorite typing if it wasn't for the stale movepool.

Ghost types are one of the few avenues where Pokemon can actually get 'dark' and weird in contrast to the near utopian climate and talks of love and friendship. And you can have and all Ghost team without being called an edgelord, most of the time, as icing on the cake.
