The coloring is a good imitation of water coloring which is how almost all early Pokemon art were colored in, most "middle school deviant art tier furry shit" were usually colored in colored pencils. I don't know what the fuck is wrong with your eyes, dude.

It would be pretty based if the betas were released as pre evos of the dogs before HoOh revived them. That's how my head cannon places the original designs.

Raikou is so ugly in his official art I wouldn't mind the beta artwork instead
