How do the low level areas scale up, if at all. If they dont scale up, how is the level scaling no its form of restriction on freedom, enforcing the path you must take to survive? If it does scale, how do you distribute the spread of pokemon with various BSTs? Will 'late game' mons still be better?
In the end people will find their own fun with this, but the game itself will be shit. This is proven by every open world RPG out there, time and time again. Balancing them is horrendeous, and the market for this would be incredible niche, even for a spinoff. It is not worth the dev time put into it.
Everything you are describing is just the sales pitch for the Wild Area. And it was BAD. The wild area was not good. A game that is ONLY Wild Area would be even worse.
