I consider this guy to be the most heinous of all Pokemon villains. His intentions were to not only capture Celebi, but to usurp Giovanni's place as leader of Team Rocket, then eventually take over the world, with humans and Pokemon being his slaves. Imagine how that would've turned out if he succeeded.

Grings Kodai was strangling Celebi, electrocuting Zorua, trying to kill Zoroark + Ash & friends and having the time of his life.
Hunter J burned down the forest to corner a target, sacrificed her own henchmen to escape without a second though, unleashed Regigias on a town and got out with no fucks, and the only fitting way to get rid of her was for the anime to kill the bitch.

Having the movie antagonists be malicious humans is always stupid. Having them be misguided Pokemon is way better.
Every time some random movie villain pulls out tech that immediately invalidates the exceptional power of the Pokemon they are hunting, all tension disappears for me.
Even Detective Pikachu did that shit with those weird electro-balls that effortlessly subdue Mewtwo, despite the movie continuing to hype him as the ultimate symbol of power even afterwards.

I wouldn't mind if the climax of the movies ended up being about pitting that technology against the legendary head on, and the villain's point of view was using technology INSTEAD of Pokemon.
But usually the antagonist still desires the legendary Pokemon (often for their power) even if they have amazing technology that surpasses it, and often the crazy traps and methods of capturing those legendaries just disappear once the plot doesn't need them to exist anymore. There's a few excuses, but overall it gets old fast.

In the Anime
1] Giovanni: Hidden constant present, gets stopped and defeated in both the Mewtwo Returns and BW Genie Arc [replacing the cancelled confronting Plasma Arc], unlike the games in the Anime Giovanni and Team Rocket are still active and currently deploys a gacha roulette for Team Rocket
2] Archer: Is maybe just a regular admin never shown
3] Maxie and Archie: Both appears in the arc and clashes to have their legendary out [Maxie tries to resonate with Ash and co.], like the games after realizing their mistakes they dismantle their teams and leaves
4] Cyrus: Initially appears as good guy to let his team sneak in, wanting to create his own universe but gets killed at the end unlike the games
5] Ghetsis: While his Team and Colress appear mostly, Ghetsis shows up in one episode in his BW2 attire using a controlled Reshiram for his aim, but after failing he gets thrown into prison
6] Lysandre: Tries to be a good guy and then twists like in the games, except he uses an evil Zygarde for his plan instead of AZ weapon, he ends up getting killed by the good Zygarde
7] Lusamine gets controlled by Nihilego, but she is not evil herself, Necromza does the same as the games expect it reselves the situation after being restpred by Ash and Gladion
8] Unknown if Rose mental crisys will happen here
In conclusion, every main villain has his own presence arc except Lysandre who gets btfo in one episode
