Pluto is a sentient dog and the other is a pet dog owned by mickey. One can talk "human" language and use tools and critical thinking. They're not equal. why do some pokemon not want to evolve anyways? If you're a creature who pretty much spends its entire life battling, why would you ever refuse the prospect of growing bigger and stronger with almost no drawbacks?

They do that shit where a pokemons mental state is tied in with its evolution. Some mons dont like that their overall personality will change so they refuse evolution. It's stupid because it's been shown some stay the same after evolution and usually only change on some power trip shit. Like I can see charmander fearing evolution due to the possibility it grows into how charizard acted with ash, but something like piplup or bulbasaur not wanting to evolve makes no sense since it just seems like a general fear they have and not any type of character change.

they had the butterfree episode early on to make it blindingly obvious he cares about all of them the same way
see also: sheltering charmander from the rain, the whole mewtwo movie, most of the movies up until like gen 4, etc
