Why is it that this is the only generation where the designs are either considered the best in the series or the worst in the series?

Unova has a lot of variety. There's bland designs sure like Herdier and Basculin but most of them are striking enough to leave some impression.

it's because 95% of the designs are just "modernized" kanto designs. the people that think the dex is perfect don't like kanto and vice versa

I don't really see this.
It's more that when people shit on Unova for having ice cream and gears, they turn to Gen 1 designs because of Gen 1's influence on Unova. It's a natural comparison to make.
