Because it'd be a spammable, STAB Z move with zero drawbacks coming off her 126 base special. There's a reason all the other pokemon who get it are shitmon with at/sub 100 special.

Rillaboom has a low special attack stat. I didn't understand why they give it Boomburst, unless they just want to show that a drummer gorilla can do sound moves.

Sadly its the latter. They've been really making sure in the last couple of generations to only give the best moves to pokemon who can't really make use of them.
