not every pokemon is purely optimized
moonblast is for pokemon with connections to the moon, not exclusively fairies you want to have an OP stab move

looking deeper I didn't realize Bellossom can know moonblast and moonlight, but it's just a carryover from Oddish and Gloom who can learn it because they're specifically nocturnal
