1) Caucasians are not the same species as their Sub-Saharan distant cousins. There's over 30,000 years of divergent evolution plus interbreeding with Neanderthals and other parallel hominids East and Southern homo species never had access to. So no, Caucasians aren't regional forms of Negroids. Stating otherwise is nonscientific and reinforces the commonly stated but repeatedly debunked "Out of Africa" theory.
More to the point, humans are the only animal that meets the standard of subspeciation which aren't taxonomically classified as such for political reasons.
